Alexandre Deulofeu (1903-1978) said that all the peoples on earth live within cultures which go through alternate phases, first of fragmentation and then of unification. The true new artistic, philosophical and scientific creation takes place during the fragmentation phases, while during the unification phases there is no actual new creation, but this creation spreads over the whole territory attained by such culture.
He also said that empires have a limited duration of about five and half centuries.
This means that both cultural phases are necessary for the development of mankind. It also means that the political structures of nations are subject to changes, and that wars usually happen because of the opposition to such changes.
Deulofeu used to say that it is necessary that the cycles of the empires and civilizations stop happening in a violent way and start to do so peacefully, and the best manner of achieving this is through the world confederation of free peoples.
The world confederation of free peoples consists of a political planetary pyramid with, at its base the individuals; at a higher level the nations, above them the continents and on the summit the whole world. It is the peak of the political process of mankind that lives on our planet.
Every individual is represented within his nation, every nation is represented within its continent, and every continent is represented in the whole world. There is no individual above any other, neither any nation above any other, nor any continent above any other, just individuals, nations and continents more or less developed with respect to others.
The European Union may eventually become a true confederation of free peoples, provided that all its nations without any exception are represented in it. Each one of them may contribute to the whole, with its own voice, original solutions to the group of European nations. A European justice may solve the conflicts among nations, in the same way that each nation’s justice solves the conflicts among individuals.
Within a continental confederation of free peoples, the inner changes in the administration frontiers do not upset the good performance of the whole, just the opposite. In the slow rhythm of the empires’ and civilizations’ cycles, occasionally there will be local unions, or local separations, according to the decision of the individuals being part of the community which must decide to unite or to come apart.
It is not only the European continent which must organize in this way, also the other continents, under the form of confederations, which have a reasonable size so that all the nations being part of them be represented within the common bodies taking the decisions.
The values of freedom, equality and brotherhood among individuals, are rounded off by the values of freedom, equality and brotherhood among the nations and continents, keeping the nations and continents away from wars and arbitrary interferences from outside. All the nations are free with respect to the authority of the others, all the nations are equally represented within the common decision bodies, all the nations help each other in what the other need and take a brotherly part in the common political project.
This goal implies that all the human energies which had been used to make war to each other, individuals, nations and continents, are used to help mankind to evolve within all the domains of their activity, with the due respect towards nature, on which humanity depends.
It is a working hypothesis which should be proved publicly, that when wars are banned and this goal of the world confederation of free peoples is reached, we shall find out that the pyramid does not end in the limited borders of our planet, but we shall deserve to take part in a political structure which goes beyond the limits of space.
Perhaps it is because of this that the ancients showed us the path by means of stone pyramids which we are still unable to build ourselves. Perhaps it is because of this that the political planetary pyramid is our gate to the stars.
